(A) TO RELIEVE THE INHABITANTS OF THE GATESHEAD AREA WHO ARE IN CONDITIONS OF NEED, HARDSHIP AND DISTRESS, PARTICULARLY SUCH OF THEM THAT BELONG TO ETHNIC MINORITY GROUPS AND WHO ARE RESIDENT OR LIVING THEREIN BY THE PROVISION FOR SUCH PERSONS OF (1) AN ADVICE AND INFORMATION SUPPORT SERVICE DEALING WITH SUCH MATTERS AS WELFARE RIGHTS AND BENEFITS, HOUSING, EMPLOYMENT AND LEGAL AND OTHER PROBLEMS (INCLUDING THOSE ENCOUNTERED AS A RESULT OF INADEQUATE COMMAND OF THE ENGLISH LANGUAGE) (2) FACILITIES FOR EDUCATION AND CULTURAL TRAINING (3) FACILITIES TO PROMOTE THEIR HEALTH (B) TO PROVIDE FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR THE RECREATION AND LEISURE TIME OCCUPATION OF SUCH INHABITANTS WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE (C) TO PROMOTE GOOD RACE RELATIONS BETWEEN PERSONS OF DIFFERENT ETHNIC MINORITY GROUPS GENERALLY AND ALL OTHER INHABITANTS OF THE AREA OF BENEFIT
