(1) THE PROMOTION FOR THE PUBLIC BENEFIT OF URBAN OR RURAL REGENERATION IN AREAS OF SOCIAL AND ECONOMIC DEPRIVATION (AND IN PARTICULAR MOSS SIDE, HULME AND ADJACENT AREAS OF MANCHESTER) BY ALL OR ANY OF THE FOLLOWING MEANS:-(A) THE RELIEF OF POVERTY;(B) THE ADVANCEMENT OF EDUCATION, TRAINING OR RE-TRAINING FOR UNEMPLOYED PEOPLE, PARTICULARLY THE LONG TERM UNEMPLOYED;(C) THE PROVISION OF FINANCIAL ASSISTANCE, OR BUSINESS ADVICE OR CONSULTANCY IN ORDER TO PROVIDE TRAINING AND EMPLOYMENT OPPORTUNITIES FOR UNEMPLOYED PEOPLE IN CASES OF FINANCIAL OR OTHER CHARITABLE NEED THROUGH HELP IN SETTING UP THEIR OWN BUSINESSES OR SUPPORT TO EXISTING BUSINESSES;(D) THE CREATION OF TRAINING AND EMPLOYMENT OPPORTUNITIES BY THE PROVISION OF WORKSPACE, BUILDINGS, AND/OR LAND FOR USE ON FAVOURABLE TERMS;(E) THE MAINTENANCE, IMPROVEMENT OR PROVISION OF PUBLIC AMENITIES;(F) THE PROVISION OF CHILDCARE AND RECREATIONAL FACILITIES FOR THE PUBLIC AT LARGE OR THOSE WHO BY REASON OF THEIR YOUTH, AGE, INFIRMITY OR DISABLEMENT, POVERTY OR SOCIAL OR ECONOMIC CIRCUMSTANCES, HAVE NEED OF SUCH FACILITIES;(G) THE PROTECTION OR CONSERVATION OF THE ENVIRONMENT;(H) THE ADVANCEMENT OF PUBLIC EDUCATION IN AFRICAN CARIBBEAN HERITAGE AND CULTURE THROUGH THE ESTABLISHMENT AND PROVISION OF A HERITAGE RESOURCE CENTRE;(I) SUCH OTHER MEANS AS MAY FROM TIME TO TIME BE DETERMINED SUBJECT TO THE PRIOR WRITTEN CONSENT OF THE CHARITY COMMISSIONERS FOR ENGLAND AND WALES.(2) ACTING AS A FOCUS OF COMMUNITY OPINION WITHIN THE AREA OF BENEFIT TO ENSURE THAT THE ECONOMIC DEVELOPMENT AND REGENERATION OF THAT AREA IS EFFECTIVELY BALANCED TO THE PARTICULAR REQUIREMENTS OF THE COMMUNITY RELATIVE TO LONG-TERM ECONOMIC GROWTH, INCREASED LEVELS OF EMPLOYMENT, THE ENVIRONMENT, HOUSING, AND PROVISION OF AMENITIES.(3) FOSTERING AND DEVELOPING SUCCESSFUL PARTNERSHIPS AND ASSOCIATIONS WITH INDUSTRY, COMMERCE AND OTHER COMPATIBLE ORGANISATIONS BOTH WITHIN THE AREA OF BENEFIT, AND NATIONALLY AND INTERNATIONALLY IN ORDER TO DEVELOP AND INCREASE WEALTH AND QUALITY OF LIFE OF THOSE LIVING IN THE AREA OF BENEFIT.
