TO RELIEVE PERSONS OF ANY COUNTRY WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS AS A RESULT OF LOCAL, NATIONAL OR INTERNATIONAL DISASTER INCLUDING WAR, NATURAL DISASTER OR OTHER SUCH CATASTROPHE BY THE PROVISION OF FINANCIAL SUPPORT OR OTHER ASSISTANCE AS FUNDING ALLOWS
