THE TRUSTEES SHALL HOLD THE TRUST FUND AND ITS INCOME UPON TRUST TO APPLY THEM FOR THE FOLLOWING OBJECT ('THE OBJECTS') WITHIN THE BOUNDARIES OF THE ADMINISTRATIVE AREA OF BLACKBURN WITH DARWEN BOROUGH COUNCIL: TO PROMOTE THE MENTAL, SPIRITUAL, MORAL AND PHYSICAL DEVELOPMENT AND IMPROVEMENT OF YOUNG PEOPLE BETWEEN THE AGES OF 10 AND 25 YEARS THROUGH THE PROVISION OF FINANCIAL ASSISTANCE SO AS TO DEVELOP THEIR FULL CAPACITIES AND ENABLE THEM TO BECOME RESPONSIBLE MEMBERS OF SOCIETY AND SO THAT THEIR CONDITIONS OF LIFE MAY BE IMPROVED.
