4.1 TO ADVANCE FOR THE BENEFIT OF THE PUBLIC WITHIN THE COUNTY THE EDUCATION OF THE PUPILS AND STUDENTS AT SCHOOL UNIVERSITIES AND OTHER EDUCATIONAL ESTABLISHMENTS (BY ENSURING THAT DUE ATTENTION IS GIVEN TO THE SYSTEMATIC PHYSICAL EDUCATION OF SUCH YOUNG PERSONS AS A MEANS OF DEVELOPING THEIR CHARACTER MINDS MENTAL CO-ORDINATION SELF-DISCIPLINE AND PHYSICAL FITNESS SO THAT THEY GROW TO FULL MATURITY AS INDIVIDUALS AND MEMBERS OF SOCIETY) THROUGH THE ORGANISATION OR PROVISION (OR ASSISTANCE IN THE ORGANISATION OR PROVISION) OF FACILITIES WHICH WILL ENCOURAGE AND ENABLE SUCH YOUNG PERSONS TO PLAY CRICKET OR OTHER GAMES OR SPORTS4.2 IN THE INTERESTS OF SOCIAL WELFARE TO ORGANISE OR PROVIDE (OR ASSIST IN THE ORGANISATION OR PROVISION OF) FACILITIES IN THE COUNTY FOR PHYSICAL RECREATION (WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE PERSONS FOR WHOM THE FACILITIES ARE PRIMARILY INTENDED) AND EITHER:(A) THOSE PERSONS HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR YOUTH AGE INFIRMITY OR DISABLEMENT POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES; OR(B) THE FACILITIES ARE TO BE AVAILABLE TO THE MEMBERS OF THE PUBLIC AT LARGE4.3 SUCH OTHER OBJECTS AND PURPOSES IN THE COUNTY BEING OBJECTS AND PURPOSES WHICH ARE EXCLUSIVELY CHARITABLE IN ACCORDANCE WITH THE LAWS OF ENGLAND AND WALES
