THE RELIEF OF FINANCIAL HARDSHIP AND OF UNEMPLOYMENTB. THE MAINTENANCE, IMPROVEMENT OR PROVISION OF PUBLIC AMENITIESC. THE PROVISION OF PUBLIC HEALTH FACILITIES AND CHILD CARED.
