FOR THE PURPOSES HEREOF "THE HURWORTH AREA" MEANS THAT AREA BOUNDED BY THE RIVER TEES, THE A167 ROAD, THE A66 AND NEASHAM ROAD FORMING A RECTANGLE CONTAINING SOME 4000 INHABITANTS OR THEREABOUTS.
