THE AREA OFBENEFIT SHALL BE SUMMERHILL AND THE NEIGHBOURHOOD TOGETHER DEFINED BY THE WOLVERHAMPTON AND SANDWELL BOROUGH BOUNDARIES AND THE A4123 BIRMINGHAM NEW ROAD.
