TO PROTECT MEMBERS OF THE PUBLIC, AND IN PARTICULAR CHILDREN, FROM SUFFERING, OR LIKELIHOOD OF SUFFERING, SIGNIFICANT HARM, ILL-TREATMENT, IMPAIRMENT OF HEALTH OR IMPAIRMENT OF DEVELOPMENT BY THE ENCOURAGEMENT AND PROMOTION OF ANY METHODS, SERVICES AND FACILITIES CALCULATED TO SAFEGUARD AND PROMOTE THEIR WELFARE. 3.2.
