(2) IF AND IN SO FAR AS THE INCOME OF THE CHARITY CANNOT BE APPLIED AS SPECIFIED IN SUB-CLAUSE (1) ABOVE, THE TRUSTEES MAY APPLY IT BY MAKING GRANTS OF MONEY TO INDIVIDUALS OR TO OTHER CHARITIES IN EACH CASE FOR THE RELIEF OF THOSE IN NEED WHO ARE THEN RESIDING WITHIN 13 MILES FROM THE SAID ALMSHOUSES (WITHOUT FETTERING THEIR DISCRETION THE TRUSTEES ARE TO HAVE PARTICULAR REGARD TO THE RELIEF OF THE HOMELESS, PREVENTING PEOPLE FROM BECOMING HOMELESS AND ENABLING ELDERLY OR SICK PEOPLE IN NEED TO REMAIN IN THEIR HOMES AND AVOID OR DELAY THEIR ENTRY TO INSTITUTIONAL CARE).
