1. A YEARLY SUM NOT EXCEEDING 5% OF THE YEARLY INCOME IN RELIEVING PERSONS RESIDENT IN THE PARISH OF CLUTTON WHO ARE IN CONDITIONS OF NEED HARDSHIP OR DISTRESS. 2.
