(II) PROMOTING THE EFFICIENCY OF THE ROYAL NAVY AND ROYAL MARINES IN THE AREA OF THE PLYMOUTH COMMAND. (III) MAKING GRANTS TO CHARITIES THAT BENEFIT THE ABOVE PERSONS.
