(2) IN MAKING GRANTS TO POOR WOMEN AND GIRLS WHO ARE IN NEED OF REST OR HOLIDAY TO ENABLE THEM TO OBTAIN THE SAME INCLUDING IN EXCEPTIONABLE CASES GRANTS TOWARDS INCIDENTAL EXPENSES.
