(2) IN RELIEVING WIDOWS AND CHILDREN OF MEN WHO SERVED AND WERE RESIDENT OFORESAID AND WHO WERE KILLED IN THE U914-18 WAR WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS, 3.
