TO PROVIDE RECREATIONAL FACILITIES IN THE INTEREST OF SOCIAL WELFARE TO THOSE PERSONS HAVING NEED OF SUCH FACILITIES BY REASON OF THEIR YOUTH, AGE, INFIRMITTY OR DISABLEMENT, POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCE WITH THE OBJECT OF IMPROVING THEIR CONDITIONS OF LIFE.
