TO PROMOTE THE EFFICIENCY OF UNITS OF THE ARMY RESERVE, ARMY CADET FORCE AND ARMY SECTIONS OF THE COMBINED CADET FORCE IN THE COUNTIES OF KENT, SURREY AND SUSSEX IN SUCH WAYS AS THE MANAGING TRUSTEES FROM TIME TO TIME THINK FIT. 2. TO RELIEVE EITHER GENERALLY OR INDIVIDUALLY PERSONS WHO ARE SERVING OR FORMER MEMBERS OF THE TERRITORIAL ARMY AND ARMY RESERVE, ARMY CADET FORCE OR ARMY SECTIONS OF THE COMBINED CADET FORCE IN THE COUNTIES OF KENT, SURREY AND SUSSEX AND THE DEPENDANTS OF SUCH PERSONS WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS BY MAKING GRANTS OF MONEY OR PROVIDING OR PAYING FOR ITEMS, SERVICES OR FACILITIES CALCULATED TO REDUCE THE NEED, HARDSHIP OR DISTRESS OF SUCH PERSON OR PERSONS.
