(2.2) TO PROVIDE EMERGENCY HELP AND ADVICE OF A PRACTICAL NATURE TO INDIVIDUALS IN PARTICULAR NEED AT THEIR HOMES IN CONJUCTION WITH THE STATUTORY SERVICES.
