(A) TO ADVANCE THE EDUCATION AND TRAINING OF YOUNG PEOPLE, WHERE NECESSARY ACTING AS AN AGENT TO STATUTORY BODIES, RESPONSIBLE FOR THE DELIVERY OF THE CRIMINAL JUSTICE SYSTEM AND THE CARE OF YOUNG PEOPLE. YOUNG PEOPLE SHOULD BE RESIDENT IN THE AREA AND HAVE BEEN CONVICTED OF A CRIMINAL OFFENCE, OR HAVE BEEN REFERRED IN RELATION TO AN OFFENCE, OR BE IN CIRCUMSTANCES WHICH MAY CREATE TENDENCIES IN THEM TOWARDS SUCH OFFENCES;(B) TO ASSIST YOUNG PEOPLE ESPECIALLY, BUT NOT EXCLUSIVELY, THROUGH RECREATIONAL, EDUCATIONAL AND OTHER LEISURE TIME ACTIVITIES TO DEVELOP THEIR PHYSICAL, MENTAL AND SPIRITUAL CAPACITIES SO THAT THEY MAY GROW TO FULL MATURITY AS INDIVIDUALS AND TAKE A USEFUL AND RESPONSIBLE PLACE IN THE COMMUNITY;(C) TO PROMOTE THE SAFETY OF THE PUBLIC, AND IN PARTICULAR TO ENCOURAGE AN INTEREST IN ROAD SAFETY AND IMPROVING THE STANDARD OF DRIVING AND RIDING, WITH PARTICULAR EMPHASIS ON YOUNG PEOPLE, IN THE YORKSHIRE, LANCASHIRE AND THE HUMBERSIDE REGION, "THE AREA OF BENEFIT;"(D) TO PROMOTE VOCATIONAL TRAINING FOR YOUNG PERSONS IN THE AREA OF BENEFIT.
