FOR THE PURPOSES OF THISMEMORANDUM "SPECIAL NEEDS" IS DEFINED AS THE NEEDS OF CHILDREN/YOUNG PEOPLE SUFFERING FROM ANY IMPAIRMENT OR DISABILITY HOWEVER CAUSED WHICH RESULTS IN THEIR REQUIRING A LEVEL OF PERSONAL CARE AND ATTENTION WHICH IS SUBSTANTIALLY HIGHER THAN THAT WHICH WOULD BE REASONABLY REQUIRED BY A CHILD/YOUNG PERSON OF A SIMILAR AGE WITHOUT SUCH IMPAIRMENT OR DISABILITY.
