YOUTH, ALCOHOL, OR DRUG ADDICTION OR DEPENDENCY, AND/OR POVERTY ARE UNABLE TO MAKE ADEQUATE PROVISION FOR THEMSELVES.(2) TO PROVIDE AND ENCOURAGE THE PROVISION OF FACILITIES FOR MEDICAL REHABILITATION AND TREATMENT, SPIRITUAL HELP AND GUIDANCE AND EDUCATION AND TRAINING.
