(A) THE ADVANCEMENT OF THE EDUCATION OF THE PUBLIC AND IN PARTICULAR BUT NOT SO AS TO LIMIT THE GENERALITY OF THE FOREGOING:- (1) TO FUND SCHOLARSHIPS FOR BRITISH AND OVERSEAS STUDENTS TO STUDY AT BRITISH SCHOOLS AND PLACES OF HIGHER EDUCATION AND FOR BRITISH STUDENTS TO STUDY OVERSEAS IN ORDER TO ENCOURAGE HIGH STANDARDS OF LEARNING. (AT AN UNDERGRADUATE LEVEL, EMPHASIS SHOULD BE ON LIBERAL ARTS AND ORTHODOX SCIENCES, BUT NOT RELIGION, SOCIAL SCIENCES AND LANGUAGES. THERE SHOULD BE NO RESTRICTION ON THE SUBJECTS WHICH CAN BE STUDIED AT POST-GRADUATE LEVEL. IN THE CASE OF FUNDING STUDY OVERSEAS THERE SHOULD BE AN EMPHASIS ON THE STUDY OF SUBJECTS IN WHICH THE COUNTRY CONCERNED OFFERS BETTER COURSES - E.G. CHINESE HISTORY IN CHINA.) (2) TO FUND FELLOWSHIPS AND PROFESSORSHIPS AT UNIVERSITIES AND PLACES OF HIGHER EDUCATION FOR BOTH TEACHING AND RESEARCH. (EMPHASIS SHOULD BE ON LIBERAL ARTS AND ORTHODOX SCIENCES, RATHER THAN RELIGION, SOCIAL SCIENCES AND LANGUAGES. (3) TO FUND RESEARCH INTO CONTROVERSIAL ISSUES OF PUBLIC POLICY (E.G. PRISON POLICY, DECRIMINALIZATION OF CANNABIS, POPULATION ISSUES) ON CONDITION THAT THE USEFUL RESULTS OF SUCH RESEARCH ARE PUBLISHED AND PROVIDED THAT THE TRUSTEES SHALL ENSURE THAT ANY SUCH RESEARCH WHICH THEY FUND AND THE RESULTS OF WHICH ARE PUBLISHED IS OBJECTIVE AND PROVIDED FURTHER THAT THE TRUSTEES SHALL NOT CAMPAIGN TO CHANGE THE LAW OF ENGLAND AND WALES AS IT APPLIES TO SUCH ISSUES. (4) TO FUND YOUNG PEOPLE SEEKING TO ENHANCE THEIR CHARACTER AND UNDERSTANDING BY WORKING IN DEVELOPING COUNTRIES ON PROJECTS WHICH TRANSFER SKILLS AND KNOWLEDGE TO LOCAL PEOPLE. (B) FOR THE GENERAL BENEFIT OF THE PUBLIC IN SUCH MANNER AS MAY BE CHARITABLE AND IN PARTICULAR BUT NOT SO AS TO LIMIT THE GENERALITY OF THE FOREGOING:- (1) TO FUND THE ESTABLISHMENT OF IMPROVED ACADEMIC FACILITIES INCLUDING CONSTRUCTION OF NEW BUILDINGS, THE PROVISION OF FURNISHING AND EQUIPMENT AND THE PURCHASE OF BOOKS. (ONLY IN EXCEPTIONAL CIRCUMSTANCES SHOULD FUNDS BE PROVIDED FOR THE PROVISION OF SPORTING FACILITIES AND THEN ONLY TO ADVANCE THE EDUCATION OF THE PUBLIC. (2) TO FUND PROVISION OF BUILDINGS (INCLUDING ACCOMMODATION) FOR REHABILITATION AND OTHER FORMS OF TRAINING. (3) TO FUND THE PROVISION OF FACILITIES WHICH IMPROVE THE LIVES OF LOCAL PEOPLE AND ENHANCE THE ENVIRONMENT AND WHICH WILL BE ECONOMICALLY VIABLE ONCE THE COST OF ESTABLISHMENT HAS BEEN MET.
