(B) THE TRUST WILL SEEK THEREBY TO SERVE THE LEISURE, RECREATIONAL AND SOCIAL NEEDS OF LOCAL PEOPLE, ON A FAIR AND EQUITABLE BASIS, REGARDLESS OF AGE, CREED, CLASS, RELIGION OR POLITICS.
