(4) FOR THE PUBLIC BENEFIT IN STRATFORD (EAST LONDON) AND ELSEWHERE AND IN PARTICULAR THOSE MEMBERS OF THE PUBLIC WHO ARE FROM ACHOLILAND OR WHO ARE OF ACHOLI DESCENT BY PROVIDING AND ASSISTING IN THE PROVISION OF FACILITIES FOR RECREATION AND LEISURE TIME OCCUPATION IN THE INTERESTS OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF THOSE MEMBERS OF THE PUBLIC FOR WHOSE USE THEY ARE PROVIDED.
