THE EXPRESSION "HUMAN RIGHTS" SHALL MEAN RIGHTS, WHICH A) MEMBER STATES ARE CALLED UPON TO PROMOTE AND SECURE UNDER THE UNIVERSAL DECLARATION OF HUMAN RIGHTS; OR B) CONTRACTING STATES ARE BOUND TO SECURE UNDER THE EUROPEAN CONVENTION ON HUMAN RIGHTS
