(3) TO PROVIDE AND ASSIST IN THE PROVISION OF FACILITIES FOR RECREATION AND OTHER LEISURE-TIME OCCUPATION IN THE INTERESTS OF SOCIAL WELFARE AND WITH THE OBJECTS OF IMPROVING THE CONDITIONS OF LIFE OF THOSE PERSONS FOR WHOM THE FACILITIES ARE INTENDED. (4) TO ADVANCE EDUCATION AND TRAINING. (5) TO IMPROVE AND BEAUTIFY THE TOWN OF WATTON AND SUCH OTHER PLACES IN THE AREA OF BENEFIT AS THE CHARITY MAY DECIDE WITH A VIEW TO IMPROVING THE QUALITY OF LIFE OF THE INHABITANTS OF THE AREA OF BENEFIT PROVIDED THAT IN SO DOING THE CHARITY SHALL NOT RELIEVE ANY LOCAL AUTHORITY OR OTHER BODY OF ITS STATUTORY OBLIGATIONS. (6) TO PROVIDE AND TO ASSIST IN THE PROVISION, MAINTENANCE AND IMPROVEMENT IN THE AREA OF BENEFIT OF HOUSING, TRANSPORT AND OTHER SERVICES FOR THOSE WHO HAVE NEED OF THEM PROVIDED THAT IN SO DOING THE CHARITY SHALL NOT RELIEVE ANY LOCAL AUTHORITY OR OTHER BODY OF ITS STATUTORY OBLIGATIONS IN PROVIDING SUCH SERVICES. (7) TO FURTHER SUCH OTHER CHARITABLE PURPOSES IN THE AREA OF BENEFIT AS THE CHARITY MAY DECIDE.
