FOR THE BENEFIT OF THE INHABITANTS OF SHEFFORD AND THE SURROUNDING AREA TO PROVIDE A VILLAGE HALL AND ASSOCIATED FACILITIES IN THE INTERESTS OF SOCIAL WELFARE FOR THE RECREATION AND OTHER LEISURE TIME OCCUPATION OF THE SAID INHABITANTS AND IN PARTICULAR TO PROVIDE SUCH FACILITIES FOR YOUNG TEENAGERS, SO AS TO ASSIST THEM IN GROWING TO FULL MATURITY AS INDIVIDUALS AND AS MEMBERS OF SOCIETY AND SO THAT THEIR CONDITIONS OF LIFE MAY BE IMPROVED.
