THE TRUSTEES SHALL HAVE DISCRETIONARY POWER IN EXCEPTIONAL CIRCUMSTANCES TO CONSIDER APPLICATIONS FROM OUTSIDE THE SOUTH WEST AREA AS DEFINED AFORESAID.
