THE TRUSTEES ARE EMPOWERED TO DISTRIBUTE ANY EXCESS FUNDS, WHICH IN THEIR OPINION ARE SURPLUS TO REQUIREMENTS, FOR THE RELIEF OF FINANCIAL HARDSHIP, OR THE RELIEF OF SICKNESS AND THE PRESERVATION OF HEALTH AMONG PEOPLE RESIDING PERMANENTLY IN LAMARSH
