METROPOLITAN BOROUGH AND THE NEIGHBOURHOOD TOGETHER DEFINED BY ADJACENT WARDS - NAMELY GORNAL, ST JAMES'S, NETHERTON AND WOODSIDE, ST ANDREW'S, BRIERLEY HILL, WORDSLEY, KINGSWINFORD SOUTH, KINGSWINFORD NORTH AND WALL HEATH. (FROM THIS POINT CALLED THE "AREA OF BENEFIT"). WITHOUT DISTINCTION OF GENDER, SEXUAL ORIENTATION, DISABILITY, RACE OR OF POLITICAL, RELIGIOUS OR OTHER OPINIONS.
