FACILITATE THE PROVISION OF EDUCATION, TRAINING AND RETRAINING, PARTICULARLY WHERE LANGUAGE DIFFICULTIES EXIST. 4) PROMOTE FOR THE BENEFIT OF THE LOCAL RESIDENTS, THE IMPROVEMENT OF THE PHYSICAL AND NATURAL ENVIRONMENT, PROVIDING RECREATIONAL FACILITIES, AND RECOGNISING THE NEEDS OF SOCIALLY DISADVANTAGED, ELDERLY OR INCAPACITATED. 1) PROVIDE OPPORTUNITIES FOR THE RESIDENTS TO PARTICIPATE FULLY IN THE LIFE
