(3) TO PROVIDE RELIEF FOR SERVING AND FORMER SERVING PERSONNEL AND THEIR DEPENDENTS WHO MAY BE IN CONDITION OF NEED, HARDSHIP OR DISTRESS IN SUCH MANNER AS THE TRUSTEES THINK FIT.
