THE ADVANCEMENT OF EDUCATION AND SOCIAL WELFARE.3. THE RELIEF OF POVERTY, SICKNESS AND THE PRESERVATION AND PROTECTION OF GOOD HEALTH IN PARTICULAR BUT NOT EXCLUSIVELY BY THE PROVISION AND MAINTENANCE OF AFFORDABLE AND CLEAN DRINKING WATER AND SANITATION FACILITIES.4.
