(2) ADVANCING EDUCATION IN PARTICULAR THE PROVISION OF LANGUAGE AND OTHER SUBJECT CLASSES.(3) THE PRESERVATION AND PROTECTION OF HEALTH.(4) THE PROVISION OF FACILITIES FOR RECREATION AND LEISURE TIME OCCUPATION IN THE INTERESTS OF SOCIAL WELFARE WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF THE SAID INHABITANTS HAVING NEED OF FACILITIES BY REASON OF THEIR YOUTH, AGE, INFIRMITY, POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES.
