(3) ASSISTING MEMBERS OF THE PUBLIC BY MEANS OF INFORMATION, EDUCATION OR IN ANY WAY WHATSOEVER THAT PROMOTES APPROPRIATE CARE, PROTECTION AND HUMANE TREATMENT OF ANIMALS.
