TO PROVIDE FACILITIES FOR THE RECREATION AND OTHER LEISURE-TIME OCCUPATION OF PERSONS WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES WITH A VIEW TO IMPROVING THEIR CONDITION OF LIFE.4.
