(2) IN EXCEPTIONAL CASES THE TRUSTEES MAY DECIDE TO ASSIST SOMEONE UNDER THIS CLAUSE (WHO IS OTHERWISE QUALIFIED) WHO IS RESIDENT OUTSIDE OF, OR ONLY TEMPORARILY RESIDENT IN, THE AREA OF BENEFIT.
