OTHER FORMS OF RECREATION AND LEISURE-TIME OCCUPATION, WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE FOR THE INHABITANTS.4.3. WHERE ANY CONFLICT ARISES BETWEEN THE OBJECTIVES THEN THE FIRST OBJECTIVE ABOVE SHALL TAKE PRECEDENT
