TO ADVANCE EDUCATION FOR THE PUBLIC BENEFIT WITH PARTICULAR ATTENTION TO THE NEEDS OF MINORITY ETHNIC COMMUNITIES, REFUGEES AND ASYLUM SEEKERS WITH A VIEW TO DEVELOPING THEIR MENTAL, PHYSICAL AND MORAL CAPABILITIES.3.
