(C) PROMOTING AMATEUR SPORT FOR THE BENEFIT OF THE PUBLIC IN PARTICULAR BY ENCOURAGING PARTICIPATION OF YOUNG PEOPLE IN THE GAME OF RUGBY FOOTBALL.
