THE CHARITY TRUSTEES MUST RECORD THE EXCEPTIONAL CIRCUMSTANCES IN THE MINUTES. THE NUMBER OF RESIDENTS APPOINTED UNDER THIS SUB CLAUSE MUST NOT EXCEED ONE THIRD OF THE NUMBER OF RESIDENTS AT ANY ONE TIME.
