TO ADVANCE THE EDUCATION AND TRAINING OF PERSONS PROVIDING SUCH CARE, EDUCATION AND RECREATIONAL FACILITIES AND TO APPOINT SUITABLY QUALIFIED OR EXPERIENCED PEOPLE TO DELIVER CHILD CARE, EDUCATION AND TRAINING. TO ALSO ADOPT AND ADHERE TO A SUITABLE SAFEGUARDING POLICY.
