THE RELIEF OF FINANCIAL HARDSHIP AND THE ADVANCEMENT OF EDUCATION, EITHER GENERALLY OR INDIVIDUALLY OF PEOPLE, IN PARTICULAR BY MAKING GRANTS OF MONEY;4. THE PROVISION OF CHARITABLE SOCIAL HOUSING.
