THE OBJECTS OF THE CIO ARE1. TO RELIEVE FINANCIAL HARDSHIP, TO PRESERVE AND PROTECT GOOD HEALTH AND TO ADVANCE EDUCATION OF CHILDREN AND YOUNG PEOPLE WITH DISABILITIES IN RUSSIA AND THE UK; AND2. TO ACT AS A RESOURCE FOR CHILDREN AND YOUNG PEOPLE BY PROVIDING ADVICE AND ASSISTANCE AND ORGANISING PROGRAMMES OF ARTISTIC, EDUCATIONAL AND OTHER ACTIVITIES AS A MEANS OF:(A) ADVANCING THEM IN LIFE AND HELPING CHILDREN AND YOUNG PEOPLE BY DEVELOPING THEIR SKILLS, CAPACITIES AND CAPABILITIES TO ENABLE THEM TO PARTICIPATE IN SOCIETY AS INDEPENDENT, MATURE AND RESPONSIBLE INDIVIDUALS;(B) ADVANCING CHILDREN EDUCATION; AND(C) PROVIDING RECREATIONAL AND LEISURE TIME ACTIVITY IN THE INTERESTS OF SOCIAL WELFARE FOR PEOPLE LIVING IN THE AREA OF BENEFIT WHO HAVE NEED BY REASON OF THEIR YOUTH, AGE, INFIRMITY OR DISABILITY, POVERTY OR SOCIAL AND ECONOMIC CIRCUMSTANCES WITH A VIEW TO IMPROVING THE CONDITIONS OF LIFE OF SUCH PERSONSNOTHING IN THIS CONSTITUTION SHALL AUTHORISE AN APPLICATION OF THE PROPERTY OF THE CIO FOR THE PURPOSES WHICH ARE NOT CHARITABLE IN ACCORDANCE WITH SECTION 7 OF THE CHARITIES AND TRUSTEE INVESTMENT (SCOTLAND) ACT 2005 AND SECTION 2 OF THE CHARITIES ACT (NORTHERN IRELAND) 2008
