IN THIS CLAUSE, "SOCIALLY EXCLUDED" MEANS BEING EXCLUDED FROM SOCIETY, OR PART OF SOCIETY, AS A RESULT OF BEING HOMELESS, AT RISK OF HOMELESSNESS, OR LIVING IN ADVERSE HOUSING CONDITIONS.
