3.1 THE OBJECTS OF THE CIO (OBJECTS) ARE, FOR THE BENEFIT OF THE PUBLIC: (A) TO ADVANCE EDUCATION IN THE FIELDS OF BROADCAST JOURNALISM AND TELEVISION PRODUCTION IN PARTICULAR, BUT NOT EXCLUSIVELY, BY: (I) PROVIDING GRANTS TO SUPPORT EDUCATION, TRAINING AND PROFESSIONAL DEVELOPMENT; AND (II) DEVELOPING, SUPPORTING AND/OR FUNDING OPPORTUNITIES FOR INTERNSHIPS, WORK EXPERIENCE AND APPRENTICESHIPS, IN EACH CASE WITH A FOCUS ON ASSISTING PERSONS WORKING OR AIMING TO WORK IN LOCAL TELEVISION, INCLUDING THOSE WHO ARE IN FINANCIAL HARDSHIP OR SUBJECT TO SOME OTHER DISADVANTAGE, OR WHO ARE FROM AN UNDERREPRESENTED GROUP; (B) TO PROMOTE PUBLIC UNDERSTANDING AND KNOWLEDGE OF THE PRINCIPLES AND PRACTICE OF INVESTIGATING, REPORTING AND DISSEMINATING PUBLIC INTEREST NEWS, INCLUDING RELEVANT LAW, ETHICS, CODES OF CONDUCT AND PRACTICAL ASPECTS OF RELATED ACTIVITIES; (C) TO PROMOTE CITIZENSHIP AND CIVIC RESPONSIBILITY AND ENCOURAGE AND FACILITATE INFORMED PARTICIPATION AND ENGAGEMENT BY MEMBERS OF THE PUBLIC IN THEIR LOCAL COMMUNITIES, INCLUDING BY SUPPORTING THE PROVISION OF PUBLIC INTEREST NEWS; AND (D) TO PROMOTE HIGH STANDARDS OF ETHICAL CONDUCT AND BEST PRACTICE IN BROADCAST JOURNALISM AND THE EDITING AND PUBLICATION OF NEWS VIA LOCAL TELEVISION FOR THE BENEFIT OF THE GENERAL PUBLIC, HAVING REGARD TO THE NEED TO ACT WITHIN THE LAW AND TO PROTECT BOTH THE PRIVACY OF INDIVIDUALS AND FREEDOM OF EXPRESSION. 3.2 IN THESE OBJECTS: (A) BROADCAST JOURNALISM MEANS JOURNALISM WHERE THE JOURNALISTIC OUTPUT IS DELIVERED IN THE FORM OF A BROADCAST (WHETHER LIVE OR PRE-RECORDED); (B) LOCAL TELEVISION MEANS LOCAL DIGITAL TERRESTRIAL TELEVISION SERVICES WHICH HOLD AN L-DTPS LICENCE ISSUED BY OFCOM; AND (C) PUBLIC INTEREST NEWS MEANS NEWS AND OTHER INFORMATION WHICH IS PRODUCED AND DISSEMINATED TO THE PUBLIC ACCORDING TO HIGH STANDARDS OF ETHICAL CONDUCT AND BEST PRACTICE IN JOURNALISM AND WHICH PROVIDES ONE OR MORE OF THE FOLLOWING BENEFITS TO THE PUBLIC: (I) INFORMING MEMBERS OF THE PUBLIC ABOUT MATTERS OF RELEVANCE TO THEIR ROLE AND RESPONSIBILITIES AS CITIZENS; (II) ENABLING MEMBERS OF LOCAL COMMUNITIES TO BECOME AWARE OF AND UNDERSTAND MATTERS OF COMMON CONCERN TO THEM AS MEMBERS OF THEIR LOCAL COMMUNITY AND THUS PROMOTING THEIR INVOLVEMENT AND COOPERATION IN SUCH MATTERS AND COMMUNITY COHESION ACCORDINGLY; (II) ENABLING MEMBERS OF THE PUBLIC TO PARTICIPATE IN AN INFORMED MANNER IN RELEVANT DEMOCRATIC PROCESSES AND, AS A RESULT, SUPPORTING THE LEGITIMACY OF THE DEMOCRATIC PROCESS AS A WHOLE; (III) PROMOTING CHARITABLE EDUCATIONAL OUTCOMES, SUCH AS IMPROVING PUBLIC UNDERSTANDING OF HEALTH AND MEDICAL MATTERS OR THE CONSERVATION OF THE ENVIRONMENT; AND IT SPECIFICALLY EXCLUDES MATERIAL WHICH IS SIMPLY ENTERTAINING IN NATURE, POLITICALLY MOTIVATED, BIASED OR INACCURATE, OR WHICH FAILS TO OBSERVE A PERSON’S RIGHT TO PRIVACY.
