3.1. THE CIO WILL PROVIDE GRANTS TO CHARITIES, UNIVERSITIES, EDUCATIONAL BODIES AND VOLUNTARY ORGANISATIONS THROUGHOUT ENGLAND AND WALES PROVIDED THAT SUCH GRANTS ARE LIMITED TO FULFILLING ONE OR MORE OF THE FOLLOWING CHARITABLE PURPOSES: 3.1.1 THE PROTECTION, CONSERVATION AND IMPROVEMENT OF THE PHYSICAL AND NATURAL ENVIRONMENT IN PARTICULAR THE MOORLAND AND SCIENTIFIC INTEREST OF MOORLAND; AND 3.1.2 THE PRESERVATION OF THE CULTURAL HERITAGE ASSOCIATED WITH MOORLAND CONSERVATION; AND 3.1.3 THE ADVANCEMENT OF EDUCATION FOR THE PUBLIC IN RELATION TO MOORLAND CONSERVATION, ECOLOGY, BIODIVERSITY, LANDSCAPE, HERITAGE AND RELATED ENVIRONMENTAL MATTERS, INCLUDING THROUGH RESEARCH AND THE DISSEMINATION OF ITS RESULTS THE VOLUNTARY ORGANISATIONS MEAN: INDEPENDENT ORGANISATIONS, WHICH ARE ESTABLISHED FOR PURPOSES THAT ADD VALUE TO THE COMMUNITY AS A WHOLE, OR A SIGNIFICANT SECTION OF THE COMMUNITY, AND WHICH ARE NOT PERMITTED BY THEIR CONSTITUTION TO MAKE A PROFIT FOR PRIVATE DISTRIBUTION. VOLUNTARY ORGANISATIONS DO NOT INCLUDE LOCAL GOVERNMENT OR OTHER STATUTORY AUTHORITIES.
