THE TRUSTEES SHALL APPLY THE CLEAR INCOME OF THE CHARITY AS FOLLOWS:A) AS TO 1% THEREOF IN PAYMENT OF THE RESIDENT IN THE AREA OF THE FORMER BOROUGH OF DAGENHAM AS AT 1921-1924 WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS IN ACCORDANCE WITH THE PROVISIONS FOR RELIEF IN NEED HEREINAFTER CONTAINED; B) AS TO 31% THEREOF IN RELIEVING DISABLED PERSONS RESIDENT IN THE SAID FORMER BOROUGH WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS ACCORDANCE WITH THE SAID PROVISIONS FOR RELIEF IN NEED; C) AS TO THE REMAINING 68% THEREOF IN RELIEVING PERSONS RESIDENT IN THE SAID FORMER BOROUGH WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESSING ACCORDANCE WITH THE SAID PROVISIONS FOR RELIEF IN NEED.
