(2) TO RELIEVE EITHER GENERALLY OR INDIVIDUALLY PERSONS RESIDENT IN THE AREA OF THE ANCIENT TOWN OF HAMPTON WHO ARE IN CONDITIONS OF NEED, HARDSHIP OR DISTRESS.
