MAKING GRANTS OR LOANS TOWARDS PAYMENT OF THE COST OF THE EDUCATION AT AN AGRICULTURAL COLLEGE OF PERSONS PROPOSING TO FARM LAND. 4. AWARDING SCHOLARSHIPS TO PERSONS PROPOSING TO FARM LAND. 5.
