CROSS FOR AN INDEFINITE PERIODS OF TIME OWING TO THE LACK OF OFFICIAL FUNDS OR BECAUSE OTHER ITEMS OF CAPITAL EXPENDITURE HAVE TO BE GRANTED A HIGHER DEGREE OF PRIORITY.
